More Support for Students: 2,000 New Counselors, ₱802M Budget Approved

Taclobab City — The national government is earmarking ₱802 million* in the proposed 2027 budget to hire *2,021 new guidance counselors* for public elementary and high schools nationwide, as part of efforts to strengthen mental health support in the Department of Education (DepEd).

House Minority Leader and 4Ps Party-list Rep. Marcelino “Nonoy” Libanan announced the funding on Sunday, saying the move addresses the growing concerns over student well-being.

“We are all for increased government spending to bolster the support system around every learner. A child who is struggling should have ready access to a trained school professional who can listen and help,” Libanan said.

According to Libanan, the budget will fund:  

1,800 School Counselor Associate I positions

221 School Division Counselor positions. 

He stressed the timing is critical as schools grapple with rising cases of bullying, student mental health issues, and threats of violence.

“Early intervention is critical. We should be able to recognize warning signs and provide help before a problem becomes a tragedy,” he added.

Counselors as ‘First Line of Defense’:

Libanan said guidance counselors are key to helping teachers, parents, and school administrators respond to students facing emotional, behavioral, or psychological challenges.

“Guidance counselors are part of our first line of defense. They help our schools become safer and more supportive communities for children,”_ he said.  

The lawmaker also urged private schools* to increase their own investments in guidance and counseling services.  

“We are counting on private elementary and high schools to also do their share. The well-being of our children is a shared responsibility,”Libanan noted.

 Recent School Violence:

The push comes after two deadly school shootings in less than two months:

June 22, Tacloban City, Two students, ages 14 and 15, opened fire at San Jose National High School with a 9mm Glock and a .38 revolver. Three students were killed and 20 others injured.

August 18, Zamboanga City – A 14-year-old Grade 8 student shot and killed a 15-year-old Grade 10 student at Ateneo de Zamboanga University, then took his own life on the 5th floor. Authorities said the suspect used a pistol and rifle, and livestreamed part of the attack.

“These incidents show why we must invest not only in physical security but also in the emotional and psychological support available to our students. Prevention must begin long before a crisis occurs,”_ Libanan emphasized.
