CSC Grants Extra Rating Points to OFWs Who Missed CSE Passing Score

Tacloban City–Qualified Overseas Filipino Workers who fell short of the 80.00 passing rate in the Civil Service Commission’s Career Service Examination can now qualify for eligibility under a new CSC policy.

The Commission approved CSC Resolution No. 2600596 on April 30, 2026, creating the Overseas Filipino Workers–Preference Rating (OFW-PR). The program adds extra points to an OFW’s CSE score based on years of overseas work and job performance, helping them reach the passing mark for civil service eligibility.

Why the policy was made
CSC Chairperson Marilyn Barua-Yap said the move recognizes OFWs’ contribution to the economy and gives them a better path to reintegrate into government service.

“The CSC acknowledges the vital contributions of OFWs to the national economy and their potential for reintegration into the Philippine government’s career service. By granting qualified modern heroes additional points in the CSE, we open opportunities for regularization and promotion in the career service, thereby contributing to national development in the long run,” Chairperson Yap said.

The OFW-PR expands CSC’s existing preference rating system. Earlier resolutions already grant CSE-PR points to certain government workers, military, and uniformed personnel under Resolutions 2301123 and 2500164.

Before releasing the policy, CSC consulted the Department of Migrant Workers and CSC Regional Offices to balance support for OFWs with civil service standards of merit and fitness.

Who qualifies for OFW-PR

1. Exam requirement: Took the CSE Professional or Subprofessional level via Pen-and-Paper Test or other modes starting Aug. 9, 2026 and failed to get 80.00.
2. Service requirement: Rendered at least 5 years total as an OFW between Jan. 1, 2000 and date of application. Service can be continuous or broken. Includes OFWs with signed contracts who haven’t left the country yet. Excludes those in government-approved cultural/educational visitor programs.
3. One-time use: An applicant can only avail of OFW-PR once.

How many points and limits

Qualified OFWs can get up to 10 preference rating points, added to their actual CSE score. The final rating on the Certificate of Eligibility will be capped at 80.00 — the exact passing mark. Eligibility granted will match the exam level taken: Professional or Subprofessional.

Documents needed

Applicants must submit proof of at least 5 years OFW service plus proof of satisfactory work performance. This includes performance ratings from the last 2 rating periods, or certificates, awards, and citations from employers or host countries.

How to apply

File the completed application form + documents at the CSC Regional or Field Office where you registered for the CSE. Deadline: within 6 months from the date exam results are posted on the CSC website.

Important reminders

1. Eligibility ≠ automatic job. Applicants must still meet all other position requirements like education, training, and experience.
2. Effectivity: CSC Resolution No. 2600596 was published June 18, 2026 and takes effect after 15 days.

Bottom line: OFWs who missed the CSE passing score by a small margin can now get a second chance at civil service eligibility, but they still have to earn the job through merit.
