Tacloban City–Procedural efficiency in administrative case disposition is set to improve as the Civil Service Commission (CSC) adopts the use of Minute Resolutions to resolve certain Motions for Reconsideration.

Under CSC Resolution No. 2501281, promulgated on 3 November 2025, the Commission authorizes a concise disposition format for motions that fail to raise new evidence or present valid legal grounds under existing rules. The measure allows the CSC to promptly act on non-meritorious filings while ensuring due process is preserved.

Faster resolution of non-meritorious motions

Motions for Reconsideration that fail to satisfy the standards set by the 2025 Rules on Administrative Cases in the Civil Service are now subject to streamlined disposition. Under this mechanism, the CSC may issue a brief resolution affirming its action without further discussion when the motion presents no new evidence or valid legal grounds under existing rules.

“The goal is to focus the Commission’s resources on meritorious cases while swiftly addressing motions that merely reiterate previous arguments,” said CSC Chairperson Marilyn B. Yap.

For motions resolved through this mechanism, the CSC will issue a formal Notice to the parties concerned, stating the denial and providing pertinent excerpts from the Commission meeting minutes.

The adoption of this policy forms part of the CSC’s continuing efforts to improve administrative efficiency, reduce processing time, improve case management, and strengthen accountability and responsiveness in the civil service.
