FACTS OVER FICTION: THE REAL STORY BEHIND THE BUDGET

Tacloban City–Leyte’s first District Congressman Martin Romualdez is cooperating fully with the Independent Commission for Infrastructure (ICI), answering all questions and providing evidence to uncover the truth about budget anomalies.

NO ROMUALDEZ FINGERPRINT ON BUDGET INSERTIONS

Romualdez wasn’t part of the Bicameral Conference Committee, and his name and signature aren’t found in the official bicam reports. The insertions happened in closed-door meetings he wasn’t part of.

REAL INSERTIONS HAPPENED UNDER ESCUDERO’S WATCH

Sen. Chiz Escudero inserted himself into the 2025 bicam, breaking precedent and controlling last-minute insertions. Sen. Grace Poe was sidelined, and Poe confirmed she was replaced by Escudero.

HOUSE CUTS DPWH BUDGET, RELOCATES FUNDS TO SOCIAL SERVICES

The House cut ₱73.7 billion from DPWH’s budget, redirecting funds to social services, health, education, and local government units. This move prioritized people’s needs over infrastructure bloat.

BICAM RESTORED CUTS UNDER ESCUDERO AND CO

The bicameral conference committee restored the cuts under Escudero and Rep. Zaldy Co’s watch, approving last-minute adjustments and flood-control allocations not discussed in plenary.

FAKE “SUITCASE OF CASH” STORY COLLAPSED

The supposed witness, Orly Guteza, filed a forged affidavit, disowned by the notary public, and his co-workers denied his stories. This is a recycled fake news tactic.

ROMUALDEZ COOPERATES FULLY

Romualdez faced the ICI, answered all questions, and offered to appear again, showing accountability and transparency.

THE TRUTH HURTS, BUT IT’S CLEAR

Romualdez didn’t engineer budget insertions. The House cleaned the budget, and the bicam bloated it again under Escudero and Co. Romualdez redirected billions to vital services and cooperated fully.— evmwb

Borongan Budget Standoff: JO suspension entangled in law, leadership transition, and alleged political delay

    Spread the love

Spread the loveby Rowel Montes The temporary suspension of Job Order (JO) workers in Borongan City, announced on January 30, 2026, by the Office of the City Mayor through Acting Mayor Emmanuel Tiu Sonco, has continued to stir public debate—now further complicated by allegations surrounding the delayed action on the proposed 2026 annual budget. Budget submission and alleged inaction The Office of the City Mayor, under Mayor Jose Ivan Dayan Agda, formally submitted the proposed Annual Budget for Fiscal Year 2026 to the Sangguniang Panlungsod on October 16, 2025. However, the budget was enacted only on December 23, 2025, leaving the city to operate under a re-enacted budget at the start of the new fiscal year. It is now being alleged by some sectors that the then Vice Mayor—who presided over the Sangguniang Panlungsod at the time—deliberately failed to act promptly on the proposed budget. This perceived inaction, critics argue, may have contributed to the fiscal bottleneck now affecting hundreds of Job Order workers and…
